RE: Corps of Engineers FACT SHEETS

Dear Senator Byrd:

I have just learned that members of Congress can request from the US Army Corps of Engineers MEMBER FACT SHEETS for Corps projects. These are specially prepared for Members of Congress, and the Corps Districts cannot directly provide these Fact Sheets to the public or news media.

Draft Member Fact Sheets are prepared in advance of each annual budget, but are not sent to Members unless requested. They are pretty much "the answers the Corps District would have given you if you had asked about the preliminary assessment of needs," as opposed to the official statement of needs as prioritized by the President's Office of Management and Budget, for the President's budget submission to Congress.

For budget purposes, the Monongahela, Ohio, and Allegheny rivers are each classified as a "Project" each year. Each project has separate budget lines for Operation and Maintenance, Construction, etc. each year.

I ask that you request and share with us Member Fact Sheets from the Pittsburgh District concerning project needs on the Ohio, Monongahela, and Allegheny rivers.

We are especially interested in the Operation & Maintenance and new construction needs for the locks and dams on these rivers. We also request your comments on funding for these needs versus the President's budget requests and actual Congressional appropriations, for the current and future fiscal years.
