Sorry for the delay in getting this out to you. Attached please find the latest Revision (3) to the Mission Statement and some notes relative to the discussions of the meeting.

Fred Pozzuto of our Regulatory Branch will work with Andy Talento's team to prepare a draft Dock Operating Guide for both private dock owners and Marinas.

Fred will also draft some language that we will include as a Special Condition to any permits for Marinas

Fred will draft up a proposal on "peer group review" for permit applications similar to what we currently do with the commercial interests.

Dave Sneberger will survey the Lockmasters and Operators to see if one or more of the following ideas can be implemented without impact on staffing or maintenance schedules:

× Operate early morning hours from lock opening to Memorial Day and from Labour Day to lock shut-down so as to accommodate fishermen and later hours between those holidays to accommodate boaters.

× Schedule one morning (group) lockage and one afternoon (group) lockage (fixed times) each day the lock is staffed

× Allow one "appointment lockage" each day that the lock is staffed. Everyone would have to adjust to that one lockage time

× Allow "appointment lockages" each day that the lock is staffed with the same 24 hour requirement as industry

Rich will take the recommended scheduling ideas and coordinate with the Commercial Marine Industry.

The CERRUS Distribution List will be used to disseminate information on the Upper Mon Automation Study as it becomes available.

The recommendation for a Corps of Engineers Auxiliary will be passed up the command chain. The concept is based upon the USCG Auxiliary.

Next meeting is tentatively scheduled for 16 September. If possible we will consider rotating meeting locations around the District.
