The nominator: Barry has worked tirelessly with the Army Corps of
Engineers to reopen the locks on the upper Monongahela River. Last
year the locks were opened to river traffic during the summer,
which
signified the first step to bringing back widespread use of this
waterway for tourist and recreational use.
